Cook County Jail

I was a victim of a violent crime and the person has been at the county for 6mo. I have 2 questions. 1) Why does 2 gunshots = 4 counts of attempt murder? 2) Why does the inmate keep getting moved...at least 6 times in 6 mo. Always the same division but different pods I guess?

Probably going off how many shots were actually fired, how many others were in area, how many other laws were broken, etc. Inmates move alot due to medical, psych or being disciplinary problems or just to keep groups from plotting stupid ideas.
